Training with local officials about horizontal legislation

This training was organized with the participation of local officials of Administrative Unit of Orikum – Vlore Municipality and with the chairman of all villages of Orikum. The aim of this training was to refresh / recognition in practice legislation for the Evaluation of Environmental Impact or as otherwise called EIA, the kinds of businesses that qualify for environmental permits and the types of businesses and investments that have a legal obligation to organize public consultation before issuing an environmental permit from the relevant authorities.
The Director of the Regional Directory for Environment in Vlora, Mr. Kreshnik Lilaj, explained in detail the procedures to be followed for obtaining permits and the best way of organizing a public consultation. He also stressed out the importance of involving local community during the investments that do have impact in environment and mentioned the last case of public consultation for project of fish tanks in the Vlora bay, near the Orikum town. Thanks to the persistence of community this issue is going to be discussed at the Counsel of Vlora Municipality and that shows how important and positive is the participations of community in consultation for big investments and do have impact in the environmental.
The representative of the Vlora Information Aarhus Centre, Mr. Robert Murataj, explained the ways of informing the public, the maturity of the responses for each request that comes at administrative unit and importance of public involvement during drafting of plans, programs and annual budget to become not only more transparent and accountable local governance, but also to enhance mutual trust between citizens / residents and public administration.
