Support effective environmental governance at national and local level

The poor waste management system in Albania is a reflection of various problems. In recent years, legislation in Albania is developing in full compliance with best international practices. There is a lack of balance between the demand for a new legal framework, limited human resources and waste management practices in the country. The 2013 EU Development Report for Albania emphasizes that the waste situation has become the main source of environmental pollution. Waste separation and the recycling process are still at low levels. Urban waste management in the Municipality of Himara is one of the main problems, especially during the tourist season, where the waste covers the coastal areas.

In connection with this problem during the implementation of this project will be held discussions with the community and all interest groups for raising the awareness and citizen awareness of waste management.

Purpose

Promote Misdiregetal Dialogue of Local / Central Decision makers and stakeholders in the Municipality of Himara to improve urban waste management.

 

Recommendations for Public Institutions:

- Increase cooperation between local government, interest groups, local civil society, private businesses and the community on local issues, particularly on issues related to urban waste management.

- Increasing community awareness on the issue of urban waste management and primarily by prioritizing waste separation and recycling. Determining the priorities and the advantages that the latter bring both financially and environmentally through awareness raising campaigns, training sessions, public forums, road shows etc.

- Provide comprehensive information from field specialists for good urban waste management, treatment and reduction in such a way as to make a preliminary assessment of the efficiency of the use of split and 3R (Recycling, Reduction and Reclamation) as well as creating facilities especially for private business to start these practices.

- Making available to the public special containers for the differentiation of waste, metal, glass, paper, plastics as well as the determination of a collection point by the Municipality of Himara for each of these materials minimizing the overlapping areas and using waste which may undergo a 3R process.

- Supporting and encouraging private businesses that are partially using the practice of differentiating waste and reducing the cleaning fees by Himara Municipality for these businesses, giving a positive example and involving as many businesses in this initiative.

- Implementing various projects at no cost but exceeding the theoretical framework and serving as a positive example for the whole community.

- Drafting recommendations for Local and Central Government, which will serve to change and prepare legal / sub-legal acts for waste management at local level in such a way as to reflect the reality on the ground.

- Organize roundtables / seminars / trainings on waste management issues, in cooperation with Civil Society Organizations, Citizen Line Ministries, Intersity Groups, Local Government etc.
