Civic Activity for Good Governance in the Municipality of Selenica

This project was realized by Vlora Aarhus Information Center, now part of our NGO Change - Regional Development Agency 

The project "Civic Activity for Good Governance in Selenice Municipality", a project supported by the sub-grant "Anti-Corruption and Capacity Development" fund under the EU-funded CIVILISC project, Implemented by IDM.

The project aimed to influence good governance, transparency, accountability and ethical behaviors of local government in the Municipality of Selenica. Activities will take place during March-August 2017 and aim to produce lasting results for the future.

Through increasing civic activism and participation in local government, this project aims at achieving good governance, transparency of decisions and ethical behaviors of the employees of the municipality of Selenica. Increasing public access to official data and information will enable the identification of possible gaps in governance efficiency, creating opportunities for better management of public services and assets.

Focusing on the citizen and the services offered to him, this project tends to contribute to a more transparent and ethical attitude of local authorities in providing services to citizens as well as raising the awareness of the latter for the protection of his rights and Participation in decision-making.

General Purpose:

Awareness and impact of the Municipality and Community Selenica for good, transparent, accountable, inclusive governance and ethical governance behaviors.
 

Specific objectives:

Promoting citizen participation in local decision-making through the creation and strengthening of the "Good Governance Committee" during March-August 2017.
Increasing the level of planning and organizational skills and competences related to the process and practices of participation in decision-making and civic influence of the 30 members of the "Good Governance Committee" during March-August 2017.
Promotion of transparency and ethical and transparent governance of the 20 employees of Selenicegjat municipality during March-August 2017.
Raising the awareness of the citizens of Selenica regarding their rights to information, participation in local government decision-making as well as effective and efficient services during March-August 2017.
 

Expected results

The project's expected results are as follows:

Formation and empowerment of the "Committee for Good Governance"
Organization of 3 2-day training programs 30 members of the "Good Governance Committee"
Administration of 1 poll to assess the current situation of local government, the level of transparencies and information of citizens as well as the perception at local level of corruption
Writing 1 report with survey findings and relevant recommendations
Organize 1 Workshop to find out the survey process and create an Action Plan to address the issues identified with the participation of 50 stakeholders.
Drafting and signing of the "Social Pact" between the "Good Governance Committee" and the Municipality of Selenica
Organizing attendance at Municipal Council meetings and ongoing meetings between the "Good Governance Committee" and the Mayor's Office
Creating a platform for citizens and municipality to share information and address problems
Organize 1 two-day training program for municipal staff and administrative units with the participation of 20 employees.
Develop an inclusive process for the Code of Ethics of Selenica Municipality
Creation of 3 training modules
Realization of 6 meetings between citizen monitoring and advisory groups and the mayor's office and 4 local administrators
Design, publish and share a leaflet with information for citizens
